India has the renewable resources and the port geography to produce and export it. The rules on both ends are not yet in place. Under the National Green Hydrogen Mission, bidding guidelines and Strategic Interventions for Green Hydrogen Transition (SIGHT) incentives cover green hydrogen and green ammonia, but no guideline has been issued for green methanol. On the European side, several requirements a producer must meet to sell into the renewable fuel of non-biological origin (RFNBO) market remain unresolved for projects outside the EU.<\/p>\n\n\n\n<p>The whitepaper groups these into four categories: regulatory uncertainty, demand creation, execution, and competitiveness and feedstock. Among the issues covered:<\/p>\n\n\n\n<ul><li>The limit on industrial CO\u2082 in RFNBO production after 2041, set against a global biogenic CO\u2082 supply of 320 to 370 million tonnes a year, of which a fifth would yield enough e-fuel for 8 per cent of the shipping fleet<\/li><li>Recognition of India&#8217;s synchronously interconnected national grid as a single bidding zone, which decides where a producer can site its renewable capacity<\/li><li>The EU Foreign Subsidy Regulation (FSR), under which Indian central and state incentives may be treated as distortive<\/li><li>Whether transmission charge and electricity duty waivers count as operating aid under the Renewable Energy Directive (RED)<\/li><li>Recognition of India&#8217;s Carbon Credit Trading Scheme (CCTS) as effective carbon pricing under EU RED III<\/li><li>Domestic gaps: no consumption mandate for green methanol, no methanol bunkering at Indian ports, no long-term offtake framework, no environmental clearance waiver, and no clarity on right to use for pipelines carrying green molecules<\/li><\/ul>\n\n\n\n<p>The recommendations are addressed separately to each side. To the Government of India: blending mandates for marine fuels and industry, shared bunkering and storage at ports, inclusion of green methanol in state Industrial Policy Resolutions and in the Petroleum and Minerals Pipelines Act, and government-facilitated offtake contracts of at least 20 years.
