CBAM Readiness Toolkit: Preparing for the Definitive EU CBAM Period
The CBAM Readiness Toolkit provides guidance on how emissions can be determined under the European Union’s Carbon Border Adjustment Mechanism (CBAM) during its transitional phase. Focusing on hydrogen and fertiliser production pathways, it applies the CBAM methodology for emissions accounting to help stakeholders understand the system ahead of the definitive period starting in 2026, when financial obligations will progressively apply. The toolkit also includes relevant considerations for hydrogen and fertilisers under CBAM.
Developed jointly by the International PtX Hub and H2Uppp, the toolkit supports policymakers, industry actors, and project developers in navigating these upcoming changes and aligning production systems with EU standards for low-carbon trade. For now, the toolkit consists of three guidance documents:
