Guide for Conducting Environmental Impact Assessments of Green Hydrogen and Derivatives Projects in Argentina

The Guide aims to support the identification and assessment of potential environmental and social impacts of green hydrogen and Power-to-X projects. It emphasises an integrated approach, particularly for complex projects involving multiple stages of the hydrogen value chain and a variety of technologies.

The guide focuses on the production stage of green hydrogen and its derivatives, including desalination and water treatment plants, electrolysis units, and facilities for producing ammonia (Haber-Bosch), methanol, and synthetic fuels (Fischer-Tropsch) as well as carbon supply through chemical absorption-based capture systems.

It is primarily aimed at project proponents, investors, and industry professionals, including those without specific expertise in environmental assessment. The document also includes regulatory recommendations to support compliance and effective planning.

The guide is structured into the following chapters:

  • Chapter 1. Introduction - Outlines the role of hydrogen, the scope of the guide, and its structure.
  • Chapter 2. Considerations for an EIA - Provides practical and methodological guidance for preparing EIAs, following the standard structure: executive summary, project description, legal framework, baseline, impact assessment, and environmental management plan.
  • Chapter 3. Emissions, Effluents and Waste - Offers specific guidance on environmental management related to emissions, wastewater, and solid waste.
  • Chapter 4. Recommendations for Public Participation - Highlights the importance of inclusion and transparency in participatory processes.
