Frequently asked questions on EU requirements for renewable hydrogen and its derivatives

Earlier this year, the European Commission published its requirements for renewable hydrogen and renewable fuels of non-biological origin (RFNBOs) as delegated acts under Article 27 and Article 28 of the Renewable Energy Directive (REDII). In a series of workshops, our experts discussed these requirements with representatives from governments, public institutions as well as the private sector in our partner countries. The publication summarises frequently asked questions (FAQ) from the discussions with participants from Algeria, Chile, Colombia, India, Jordan, Kenya, Namibia, South Africa, Uruguay and Vietnam, and also addresses general questions on the EU requirements.

The FAQ specifically addresses issues related to the impact of the two delegated acts in non-EU countries. It complements our previous briefing ‘EU requirements for renewable hydrogen and its derivatives’, which provides an in-depth systematic analysis of the contents of these two delegated acts.

The FAQ covers:

  • General questions on basic concepts
  • Issues specific to CDR 2023/1184 (setting out detailed rules for the production of RFNBO)
  • Issues specific to CDR 2023/1185 (setting out a methodology for assessing GHG emissions from RFNBOs)
  • Questions concerning certification
