Algeria aims to use green hydrogen and Power-to-X to decarbonise industry, strengthen competitiveness and diversify exports. To turn this ambition into investable projects, the country needs a clear, coherent and reliable regulatory framework that covers the full value chain: renewable electricity generation and water supply, green hydrogen and Power-to-X (PtX) production, transport and storage, safety, certification and trade.

At present, hydrogen is indirectly regulated and treated as a hazardous chemical within a hydrocarbons-oriented framework. Meanwhile, regulation for renewables is quickly evolving toward competitive tenders and independent power producers. In this context, specific challenges arise for developers and off-takers when it comes to alignment with EU policies and regulations such as requirements for Renewable Fuels of Non-Biological Origin (RFNBOs). 

The PtX Hub and TaqatHy+, both projects of German development cooperation, are currently supporting the Algerian Ministry of Energy and Renewable Energies (MEER) to design a pragmatic and robust framework rooted in international best practice and tailored to Algerian conditions. The advisory approach moves from a structured gap analysis across the PtX value chain, to a benchmarking against EU and international standards, and then prioritises near-term measures that will enable pilot projects to be constructed. These pilots will then generate proof of concept for project developers, but also provide critical insights from real-world application for building a sound regulatory framework.

After mapping institutional competencies and processes, the groundwork for a certification system aligned with EU schemes such as ISCC, REDcert and CertifHy will be laid. In parallel, a comprehensive mapping of technical standards determines where to update existing norms, adopt international ones or develop new rules for production, transport, storage and end uses. Guidance and support on CBAM-related aspects have already started to equip relevant stakeholders with the necessary means to transform present challenges into future opportunities.

GIZ’s PtX Hub brings global regulatory expertise linked to hands on implementation specifically for PtX, while TaqatHy+ contributes countrywide support across renewables, energy efficiency and green hydrogen. Together, they connect Algerian institutions with EU regulatory expertise, standards bodies and pilot developers, translating complex EU requirements into actionable measures to derisk early investments.

A first milestone has been reached: the Ministry of Energy and Renewable Energies (MEER) has officially been attributed the competence for hydrogen, which represents a natural first step in the process of establishing a comprehensive regulatory framework in a jurisdiction. Complementary support activities such as gap analyses, standards mapping, international incentives benchmarking rooted in a pilot-oriented prioritisation are underway, marking the transition from intent to implementation towards the regulatory certainty needed to move Algeria’s PtX opportunities from concept to reality.
